The New Jersey Comprehensive Regulated Medical Waste Management Act (NJSA) was signed into law in 1989 in response to syringes and pathological waste that washed onto Monmouth and Ocean County coasts two years prior. RMW is characterized as any solid waste that is produced in the diagnosis, treatment or immunization of humans or animals, in treatment and research, or the testing or production of biologicals. This includes laboratory stocks and cultures, discarded live vaccines, liquid waste from human blood, bodily fluids, tissues and organs, sharps such as syringes, lancets and scalpel blades, as well as isolation wastes exposed to highly communicable diseases.
In 1993, the New Jersey Departments of Environmental Protection (DEP) and Health and Senior Services (DHSS) devised a comprehensive plan for all regulated medical waste that was focused on meeting the state's immediate and long-term needs. The New Jersey RMW State Plan oversees the safe management, transport and disposal of more than 89,000 tons of medical waste annually.
NJ state regulations stipulate that all RMW generators, handlers and disposal facilities track medical waste from cradle to grave, to maintain full compliance. A New Jersey RMW Tracking Form must be completed for each medical waste shipment, regardless of size or quantity.
